The California Redemption Value (CRV) Problem (And How We’re Helping Fix It)

In California, most bottles and cans include a small deposit called CRV (California Redemption Value) paid at the time of purchase that you’re supposed to get back when you return those containers. If you already know this and it feels harder to actually get that deposit back, you're not alone. Across California, people are paying extra for beverages and then struggling to find anywhere to redeem that money.
According to a KPBS investigation, the state has lost about half of its traditional bottle return locations over the last decade, dropping from 2,604 to roughly just under 1,300 sites statewide. At the same time, the amount of unclaimed deposits sitting in the state fund has climbed to over $800 million.
That’s hundreds of millions of dollars that should be going back into people’s pockets and back into our communities, at a time when the cost of living is climbing every day, and people need that money most.
Why So Many Californians Aren’t Redeeming CRV
There isn’t just one reason the CRV redemption rate has fallen. It’s a mix of closed locations, confusing rules, and everyday barriers that make returning containers feel like more trouble than it’s worth.
From the KPBS reporting and other public data, a few big themes stand out:
Fewer places to redeem. Over the last decade, California has lost about half of its traditional bottle and can return locations. Fewer sites mean longer drives, less convenience, and less choice – all leading to people giving up before they even start.
Market and cost pressures. Many operators have struggled with fluctuating scrap prices and ever higher operating costs. For some, the math no longer worked, so they closed.
Consumer confusion. A lot of people don’t even know that they are paying for CRV, or that they could get that money back! Californians don’t have a clear idea where to go to redeem, what’s eligible, or how much they’ll actually get. When it feels vague or inconsistent, they’re more likely to toss containers in their recycling bin and forget about the deposit.
The result is a system where Californians pay in, but too often don’t - or can’t - get their cash back. Recycling still matters to Californians: it’s part of our DNA, but the experience hasn’t kept up with real life.
A Different Way Forward: CRV, Reinvented
That’s where Recycle Depot comes in.
Recycle Depot is the public recycling network of the Circular CRV Association, a cooperative of California retailers working together to restore easy, reliable access to redemption. Our mission is simple:
Connect retailers, recyclers, and the public to deliver innovative, sustainable, and accessible CRV redemption solutions throughout California.
We’re just getting started, and our vision is big: a modern, statewide network of clean, convenient redemption options that actually work for everyday people.
Instead of asking you to hunt for a single, far-away location, we’re building a network that lives where life already happens, at or near your local grocer, in neighborhood parking lots, and in community hubs.
Bringing Retailers Back into the Picture
For too long, the responsibility for redemption and the daily reality of shopping have been separated. You buy your beverages at one place, then have to drive somewhere totally different to get your deposit back. It’s confusing and inconvenient.
Recycle Depot is designed to bring retailers back into the equation in a practical way. We:
Work with grocers and other retailers to create shared, well-run redemption options that serve their surrounding area.
Partner with experienced operators who run the day-to-day service, so store teams aren’t overwhelmed.
Use flexible redemption models that fit different communities, from neighborhood centers to dense urban areas.
The goal is to make it easy for retailers to participate and easy for you to find a nearby location that feels like an extension of your shopping routine, not an extra chore.
A Better Experience by Design
The low redemption rate isn’t just a “location problem.” It’s also an experience problem. If the process feels dirty, confusing, or slow, people simply won’t come back.
So we’re rethinking what a redemption center feels like from the ground up. Our network envisions the use of:
Mobile sites that pop up on predictable schedules in underserved neighborhoods
Bag drop systems so you can drop and go, then see your refund returned later, electronically
Kiosks and reverse vending machines for quick, self-serve convenience
Across all of these, we focus on the same basics:
Clean, well-maintained spaces
Transparent payouts, so you know exactly what you’re getting
Respectful, friendly service
Getting the deposits back in to the consumer’s wallet!
Recycling your bottles and cans shouldn’t feel like a hassle. It should feel like a quick, easy win.
